A tip for getting a good blur effect but not making it too intense is....
For instance, draw your clouds on a separate layer from the rest of your drawing. Then once you've completed it, duplicate that layer (drag into the "new layer" icon) Then on your top layer, go to Filter > Blur > Gaussian Blur (It's at the top along with Window, Select, File, Image etc) Then make it look really blurry, but not too much. Just so you can still see it's shape but make it blurrier than you would like it to be. THEN!!! You click Ok and change the opacity of that blurred layer. Then you get a glowy blur effect! It's a nice Dreamy effect.

Speaking of Kirby, I bought Epic Yarn on Saturday (it came out on Friday but I had no idea! Lol!) I've been playing it non-stop and it had helped drag me away from the internet XD It's an 'epic' game.
